IPIL hosts workshop to strengthen LGU-Tubajon’s CDP implementation

The Institute for Policy Innovation and Leadership (IPIL) opens its 3-day workshop, aimed at strengthening the implementation of the Comprehensive Development Plan (CDP) in LGU-Tubajon, today, September 17, 2025, at the University Boardroom. In attendance at the opening ceremony were the University Chancellor, Alizedney M. Ditucalan, officials, members of LGU-Tubajon, and members of MSU-IIT’s IPIL. 

This workshop, as presented by IPIL Director Prof. Adrian Galido, is expected to achieve the following objectives in its target to realize effective CDP implementation: (1) apply results-based monitoring and evaluation (M&E) concepts to the current CDP, (2) develop Theory of Change (ToC) models for priority outcomes, (3) draft sector-specific M&E frameworks, indicators, and ToC diagrams, and (4) consolidate and integrate sectoral outputs into Tubajon’s updated CDP. 

Chancellor Ditucalan, in his message, emphasized the importance of involving the stakeholders and the entire community in actualizing plans in an organization, saying that there has to be proper cascading and synchronization of desired actions. 

“I am hopeful that our convergence here will result in a sustainable future for Tubajon; thank you for making MSU-IIT a part of the process,” he said, accentuating MSU-IIT’s role in this endeavor. “We are not here to teach you because you know better sa inyong problem. We are here to facilitate and analyze how we can further strengthen the CDP implementation through results-based M&E and Forethought,” he added. 

Participants were asked for their expectations, among which were enhancing coordination, monitoring policies, and identifying purposeful projects and programs to be implemented. 

The first day of the workshop had the following sessions: Innovations in Local Governance: Results-Based Monitoring, Policy, and Strategic Foresight; Reviewing the CDP through an M&E Lens; Workshop on Building the Theory of Change for Priority CDP; and a Gallery Walk and Plenary Feedback. 

Days 2 and 3 will focus on sectoral writeshops and coaching.
